HAVING
BEEN LED, as we believe
by the Spirit of God, to repent and turn from our sin
in receiving the Lord Jesus Christ as our Saviour, and
on the profession of our faith in Him, having been baptized
in the name of the Father and of the Son, and of the
Holy Ghost, which is one God, angels and this assembly

one another, as one body in Christ.

advancement of this Church in knowledge, holiness and
comfort; to promote its prosperity and spirituality;
to sustain its worship, ordinances, discipline, and
doctrines as found in the Bible; to contribute cheerfully
and regularly to the support of the ministry, the expenses
of the Church, the relief of the poor, and the spread
of the Gospel through all nations.

devotions; to educate our children in the things of
the Lord; to seek the salvation of our kindred and acquaintances,
to walk circumspectly in the world; to be just in our
dealings, faithful in our engagements, and exemplary
in our deportment; to avoid all tattling, backbiting,
and anger, to abstain from sale and use of intoxicating
drink as a beverage, and to be zealous in our efforts
to advance the Kingdom of the Lord Jesus Christ.
WE
FURTHER ENGAGE to watch over one another in
brotherly love; to remember each other in prayer; to
aid each other in sickness and distress; to cultivate
Christian sympathy in feeling and courtesy in speech;
to be slow to take offense, but always ready for reconciliation
and mindful of the teachings of our Saviour, to secure
it without delay.
WE
MOREOVER ENGAGE that, when we remove from this
place, we will as soon as possible unite with some other
church where we can carry out the spirit of this covenant
and the principles of God's Word.
CONSTITUTION
ARTICLE
I - NAME AND PURPOSE
This church was organized March 14, 1962 as the ANCHOR
BAPTIST CHURCH OF SALT LAKE CITY, UTAH. The object shall
be to preach the gospel of redemption from sin by the
substitutionary atonement of Christ to all we can reach
with the message, to administer the ordinances of the
New Testament, and to seek the spiritual improvement
of our members and the conversion of others to Christ.

ARTICLE II - AUTONOMY
The ANCHOR BAPTIST CHURCH OF SALT LAKE CITY, UTAH, INC.
shall be and remain independent and autonomous. however,
it may participate in fellowship and activity with organizations
of like doctrine for the promotions of the gospel of
Jesus Christ as long as it does not infringe upon the
independence or autonomy of this Church.

ARTICLE III - CONFESSION OF FAITH
The Bible, as the Word of God, shall be considered the
final authority in all matters of faith and practice.
As expressive of our faith; we hereby adopt the Confession
of Faith in Appendage 2.

ARTICLE IV - MEMBERSHIP
Section 1 Members shall be received into the church
(1) by conversion and baptism by immersion
(2) by Christian experience
(3) by letters of transfer from churches of like faith
and practice.
Section
2 Candidates for membership must openly confess acceptance
of Christ as their Saviour and Lord, by baptized, accept
the doctrines of the church as taught by the Word of
God, and show a willingness to practice the Church Covenant.
Section
3 All candidates shall appear before the board of Deacons
for examination (the Board of Deacons to recommend candidates
to the church upon satisfactory proof of fitness for
membership), and shall be admitted to baptism and membership
upon the resolution of the church. After baptism they
shall be entitled to all the rights and privileges of
the Church.
Section
4 Membership may be severed by death, by letter, by
exclusion, and by erasure. Regular letters of dismissal
can be granted only for members in good standing. Letters
to other Baptist churches shall be granted by the church
upon recommendation of the Board of Deacons and shall
be sent by the church clerk direct to the church named
in the letter.
Section
5 Review of the membership roll shall be conducted by
the Pastor and Board of Deacons quarterly and the names
of completely inactive members who regularly participates
in other local churches of Bible studies which make
them inactive shall be brought before the church for
deletion. Such members shall lose all voting privileges
after three months absence. Letters of intent and reconciliation
will be sent to those members as notification before
the action is voted upon.

ARTICLE V - DISCIPLINE
Section 1 Procedure
Complaints of offenses committed by any member, or of
conduct unbecoming a church member, shall be presented
in writing before the Pastor, and Board of Deacons.
The arraigned member shall have ample opportunity to
defend himself. If the charges preferred are found to
be justified, the member may be excluded by recommendation
of the Board of Deacons and a two-thirds vote of the
members present and voting at first be done to adjust
differences and remove offenses among brethren. In the
event the accused fails to appear at the Church, the
Church will proceed with the vote.
Section
2 Restrictions of Members
(1) The slandering of the character of any member of
the church, or hurtful, destructive criticism of the
methods and practices of the church, Pastor(s) or other
officers of the church, shall be considered grounds
for discipline.
(2) The circulating of a petition (verbal or written)
among members without having secured the permission
of the Board of Deacons and the Pastor shall not be
allowed. The person(s) so doing shall be subject to
discipline.
(3) The calling of meetings with a purpose to hinder
or interrupt the work of an officer, board, or committee,
is prohibited. Persons calling such a meeting shall
be subject to discipline.

ARTICLE VI - ORGANIZATION
Section 1 The officers of this church shall consist
of Pastor(s), Board of Deacons, and/or any elected person(s).
Section 2 The work of the church shall be carried on
by, and under the supervision of officers designated
in Section 3 of this Article.

Section
4 The Pastor
The highest office of the local New Testament Church
is that of the Pastor. He shall meet all the Biblical
requirements for this high and holy office. (See 1 Timothy
3:1-7) The pulpit committee shall be responsible to
the Church that he meets all of the Biblical qualifications
of this important office in the local Church.
Section
5 Deacon
A man eligible to hold the office of Deacon shall have
attained the age of 21 years and be a capable spiritual
leader as set forth in 1 Timothy 3:8-13.
Section
6
The Pastor(s), all Church officers, and Sunday School
officers and teachers shall be made aware of the standards
of the Church before accepting a nomination to maintain
such standards through the Church.

ARTICLE VII - ELECTION AND TERM OF OFFICERS
Section 1 Pastor (see Article X)
Section 2 Deacons
Deacons will be elected annually for a three year term,
one year must have elapsed before they can be elected
to the Board for another term. (Exception: The members
elected December 1976 shall serve as follows: The Sunday
School Superintendent Day School Coordinator and Financial
Secretary shall serve three years. The Church Clerk
Coordinator of Christian Education and Music Coordinator
shall serve two years. The Treasurer Property Committee
Coordinator, and Missionary Coordinator shall serve
one year. Having served a full term of three years there
must be a one year lapse).
If
the church lacks a sufficient number of qualified men
to fill the necessary offices of Deacon, the office
shall be declared vacant. The Pastor shall appoint the
balance or the necessary three men to complete the Trustee
requirement to represent the church legally whenever
necessary until qualified Deacons can fill this constituted
office.

ARTICLE VIII - DUTIES OF THE OFFICERS
Section 1 Pastor
It shall be the duty of the Pastor to preach at the
Church (in his absence he may appoint pulpit supplies)
to administer the ordinances of the Gospel (in the assembly
of the church only) and to perform the various duties
incumbent upon his office. He shall be an ex-officio
member of the Deacon's Board and all church committees
and serve as Moderator at all church business meetings
and serve as Moderator of the Deacon's Board. He will
vacate the chair if he is under charges.
Section
2 Deacons
The Board of Deacons shall work under the leadership
of the Pastor through its committees and shall be responsible
for the execution of all matters pertaining to the maintenance
of all church buildings and properties, finances, planning
and conduct of church services, and other activities
such as administering its ordinances, examining candidates
for membership, supervising music, directing educational
and missionary activities, supervising the ushering
and welcoming, disbursing the benevolent fund and such
other duties as may arise in connection with the commission.
The Deacons shall have a monthly meeting, which time
shall be mutually determined. They may further organize
into such special committees as needed. A three month
absence from meetings without an acceptable reason shall
be automatically grounds to drop the deacon from the
Board.
The
Deacons, together with the Pastor, shall supervise the
visitation work, assist the Pastor with the ordinances
of the Lord's Supper and baptism; assist the Pastor
as the Discipline Committee; appoint and direct the
work of the ushers, pianist, organist, choir director,
and chorister for the Church and Sunday School (none
shall be appointed without approval of the Pastor):
present an annual budget for adoption; disburse all
Church funds according to the approved church budget
(except, in case of emergency they shall be permitted
to spend up to the extent of two hundred dollars; appoint
annually at least three (one of which shall be the elected
Property coordinator) Deacons to appoint and direct
the work of the church caretaker and represent the Church
legally whenever necessary and be responsible for the
insurance, maintenance, cleanliness, safety and comfort
of all church properties.
Any
electee or appointee who may desire to resign may do
so orally (before two or more witnesses). However, it
is preferable that a resignation be put in writing and
presented to the Pastor, Church Clerk, or any one of
the Deacons. No auxiliary or affiliated society or committee
shall be permitted to meet in the name of the Church
without the approval of the board and the Pastor. After
it has received the approval, it shall be included in
the Church Constitution as an amendment.
Section
3 The Board of Deacons shall carry on its work through
the following committees:
a.
Committee of Christian Education which shall be responsible
for the administration of all of the educational work
of the church. This committee shall appoint teachers
and leaders in all educational agencies, choose the
educational materials for all educational programs.
The Christian Education Committee shall present their
program, personnel, materials, time, etc. to the Pastor
and the Deacon Board for approval. This Committee shall
consist of the Sunday School Superintendent, Training
Hour Director, Young People's Youth Sponsor, Children's
Church representative, and one representative from each
educational agency. One member shall be elected by the
Church.
b.
nominating Committee which shall consist of five members:
Two appointed by and from the Deacon's Board, and three
nominated (not Deacons) by, and elected from the congregation
at the regular annual election. There shall be one or
more (preferably two) nominees for each office and committee
providing qualified candidates are available. No nominee
shall have his/her name posted until he/she has been
consulted and accepts the nomination to the ballot.
A
proposed ballot will be posted by the nominating committee
three weeks in advance of the election. Nominations
may be made by the congregation. These must be submitted
in writing to the nominating Committee two weeks before
the election. Names submitted must have been consulted;
must have been read, and can meet the Church Officer's
Standard before accepting nomination to the ballot.
Final ballot will be posted two weeks before the election.
This Committee shall be a standing Committee during
the entire fiscal year and shall so act to fill any
vacancies that may occur until the next annual election.
c.
Pulpit Committees shall consist of the Deacon Board.
The Committee shall secure pastoral candidates and provide
pulpit supplies during the time the church may be without
a Pastor. All candidates shall be thoroughly investigated.
d.
Finance Committee shall consist of the Deacon Board.
The Committee shall deal with all areas of finance and
present an annual budget to the Church for the vote.
e. Music Committee which shall be responsible for all
church music and musical features. It shall be made
up of the choir leader, one person selected by the Pastor.
The Pastor(s) will sit on the committee and the Pastor
will be the Chairman.
f.
Missions Committee as appointed by the Board of Deacons.
It shall be responsible for the education, correspondence,
financial budget, annual missions conference, recommendations
to the church concerning missionaries and new candidates
for support.
g.
The School Committee shall consist of at least one deacon
and five members of the church as selected by the Board
of Deacons and approved by the Pastor. This committee
will work on policies, finances, and housing for the
Christian Day School. Their work is subject to the Pastor(s),
deacons, and the local church.
Section
4 Term of Office
The term of service of all committees except the Pulpit
Committee shall be for one year. The Pulpit Committee
shall be dissolved from this duty when the new Pastor
assumes his duties.
Section
5 Qualifications.
All committee members shall be in regular membership
of the Church. Members of the Nomination and Pulpit
Committees shall have attained the age of 21 years.
His moral conduct must be beyond reproach and free from
carnal indulgences such as intoxicating beverages, tobacco,
narcotics, and anything that is completely inharmonious
with a dedicated life. He must not be a member of any
secret oath-bound society.

ARTICLE IX - MEETINGS
Section 1 Regular Meetings
Regular Sunday Services (Sunday School, Worship, Training
Hour, and Evening) shall be maintained. There shall
be a regular midweek service. The Lord's Supper shall
be observed in connection with regular services of the
church at least once each month, preferably on the first
Sunday morning.
Section
2 Other Meetings
The Annual Business Meeting shall be held on the 1st
Wednesday after the 1st Sunday of December. There shall
be a monthly meeting of the church to conduct business
on the 1st Wednesday after the 1st Sunday.
The
annual election of officers is held at the annual meeting.
Their office is official on the 1st January.
Section
3 Special Business Meetings
Special business meeting may be called by the Pastor
or the Board of Deacons, provided that notice of such
meetings shall be posted one Sunday prior to the meeting
and announced at all regular services. Other meetings
to vote on new members may be held at any regular service
without notice. Emergency business meetings to vote
on purchases up to $200.00 can be held at any regular
service without notice.
Section
4 Quorum
A quorum at any church business meeting shall require
20 active members. A majority vote of the voting members
present shall decide all matters, except the calling
of dismissing of a Pastor, or amending the Constitution,
or purchase, sale or mortgaging of Church property which
cased shall require a percentage vote (3/4 in the case
of calling or dismissing a Pastor, or amending the Constitution,
and 2/3 in the cases as presented above).
Section
5 Robert's Rules of Order
Robert's Rules of Order shall be used to conduct all
business meetings.

ARTICLE X - CALLING A PASTOR(S)
Section 1 The Pulpit Committee (Deacons) shall thoroughly
investigate and prayerfully consider all candidates
and make a report to the congregation at least once
a month. As the Holy Spirit leads, they shall present
the name of one candidate at a time for approval given
by the Church at a special meeting called for that purpose.
Before the candidate is presented to be voted upon,
the Pulpit Committee must secure his permission and
present to the church, at the time of voting a signed
statement by the proposed candidate signifying his unreserved
acceptance of the church's Covenant and doctrinal statement.
A three-fourths majority of the voting members present
(quorum is necessary) shall be required to call a Pastor.
The
call shall be extended by the church through the Church
Clerk. Should the candidate fail to receive the three-fourths
majority, or refuse the call, the Pulpit committee shall
seek out another acceptable candidate.
Section
2 In case either the Pastor or the church shall desire
to sever the pastoral relationship, not less than two
months notice shall be given by either party so desiring.
If the Pastor is voted out of office, he shall be dismissed
immediately from his pulpit, pastoral and administrative
duties with four weeks salary and use of any housing
for 30 days. If the Pastor is found guilty of heresy
or immorality he shall be dismissed immediately (shall
not preach or pastor or administrate the Church) with
two weeks salary and the use of any housing for 30 days.
Section
3 Other full-time or part-time staff
The same procedure used in calling a pastor shall be
employed in calling assistants to the Pastor, including
Christian Education workers, teachers, youth workers,
counselors, callers, teachers, etc., who receive all
or part of their financial support form the church.
In no case shall anyone be considered without the recommendation
of the Pastor. These individuals shall be responsible
to, and under the direction of the Pastor.
Relations
may be terminated in accordance with the following:
a.
Mutual agreement with the Board of Deacons for any date.
b. May be dismissed by the Pastor.
c. If found guilty of heresy or immorality he may be
dismissed immediately with two weeks salary and the
use of any housing provided for 30 days.

ARTICLE XI - BUDGET AND SALARIES
The budget and salaries shall be paid out of the church
funds. Any increase or decrease in present budget or
salaries shall be decided by a two-thirds vote of the
members present at any regular or called business meeting.

ARTICLE XII - AMENDMENTS
This Constitution may be amended at any business meeting
of the Church by a three-fourths vote of the members
present, provided that such amendment in writing, shall
have been read and approved by the Deacon Board and
read at the regular services on the two consecutive
Sundays next preceding said meeting and posted for two
weeks immediately preceding the meeting in a conspicuous
place within the church building.

ARTICLE XIII - INUREMENT
There shall be no monies, properties, or other valuables
to inure to the personal benefit of any member of this
church.

ARTICLE XIV - DISBANDMENT
In case the disbandment, the property, or the net proceeds
thereof in case of sale, shall be used for non-profit
Christian missionary effort as voted by the church,
remembering insofar as possible the Christian organizations
of like faith and practice.

ARTICLE XV - NONDISCRIMINATORY POLICIES
It is the official policy of this organization and all
of its auxiliary organizations, including Sunday School,
youth groups, Christian Day School, camps, etc.; that
all faiths, creeds, races, and both sexes will be given
equal consideration upon individuals meeting the standards
which are required by those organizations.
All
revisions and changes made to this constitution up to
November 3, 1976 are included.
This
Constitution and by-Laws were approved by the congregation
of the Anchor Baptist Church on November 3, 1976.
